Randolph Starling Harvey, Jr. was born to Maxine Merthie and Randolph Harvey, Sr. in Asbury, New Jersey, on November 11, 1960. As his mother continued her education, it was decided he would be reared by his grandparents, Oscar and Lillie Merthie, who preceded him in death.

He was preceded in death by his mother, Maxine Merthie Brown; reared as siblings, Oscar Merthie III, Pastor Ronald Merthie, Linda Gaines, Willie Merthie, and Karen Harvey; and the mother of his children, Ella Church.

Randy attended Seminole County Schools and graduated with the Class of 1978 from Seminole High. He began a career in the medical field in Houston, Texas, living with his mother, but became homesick and returned to Florida. He was employed with County schools and discovered his love for baseball was still part of him. A door was open in umpiring and that's where he journey began.

Randy is survived by: his father, Randolph Harvey, Sr.; daughters: Treneice Church-Williams (Daryl) and Tiffany Church; son, Randolph Harvey III; as a son, Cedric Church; four grandchildren, Olivia, Derrick, Donyla, and Kadin; siblings: Deidre Mitchell (Kenneth), Marcus Brown, Alvin Harvey, and Joel Harvey; his loving companion, Lynne Deese Harvey; reared as siblings, Lillian Hamilton (Thomas), Marilyn Martin (Clifford), and Bernard Merthie (Diane); and a host of loving family and friends. Special loving and thanks to Brigitta Turner, his caregiver.

"For me to live is Christ, and to die is gain," said the Apostle Paul. We know that this would be the message if our Randolph Harvey were able to give us a message today from the portals of heaven, where he has gone to be forever with the Lord. Paul wrote "I would not have you to be ignorant brethren, concerning them which are asleep, that ye sorrow not even as other which have no hope." Thessalonians 4:13

What possible HOPE can bring comfort at such a time as this when we mourn the passing of a dear man to us, 1 Thessalonians 4:14, "For we believe that Jesus died and rose again, and so we believe that God will bring with Jesus, those who have fallen asleep in him."

Randy now has fulfilled his purpose and completed his course. 2 Timothy 4:7, "I have fought a good fight, I have finished my course, I have kept the faith, Now, his family and friends, though they may weep awhile, should rejoice with me, and thank our heavenly Father for the life he lived among us, and for taking him to the Land He has promised us by faith."
